The tragedy from the hairdresser could have been avoided
The initiators of the law for preventing and combating domestic violence say that if the law was adopted quickly, the hairdresser of Dorobanti attack "could be avoided".

The PDL deputy Raluca Turcan declared at Radio România Actualităţi that the draft law for preventing and combating the domestic violence recently promulgated by president Traian Băsescu is disputed even since 2010 and if the parliament had been adopted it earlier, situation like that from the hairdresser could have been prevented from.
“I want to say that I’m struggling with this draft law since 2010 and I realize that, if the parliament had moved faster, maybe the law would have been legal much faster and maybe the situations like that from the hairdresser near Perla could have been avoided.
“But there, in my opinion, it was about two things that, if it had worked, they could have been prevented from the tragic event”, also declared the PDL deputy.
At the beginning of the month, a 53-year-old man has started the fire into a hairdresser from Bucharest, killing two persons and injuring another six. One of the victims was his wife, whom he was into a divorce.
The man was arrested, being also excluded from the staff of the Ministry of Interior, where he was working as a driver.
The victim’s advocate sustains that meanwhile she received multiple threatens from her husband.
“Effective tool”
Raluca Turcan sustains that through the domestic violence preventing law would be offered a quick and effective tool in order to protect the victims, in the respect of the introduction of restriction order, which is enforceable and that can be emitted immediately from the moment a victim makes a complaint.
Through this order, any victim or possible victim of the domestic violence can obtain the fencing of the aggressor’s closeness both from herself and from her family, relatives or even her work place.
“Can you realize that this aspect is almost vital in order to prevent events like the one from hairdresser Perla”, added the PDL deputy.
Data referring to the domestic violence cases, almost 92% represent women, “which shows that women, in general, are the most abused and victims of the domestic violence”, states Raluca Turcan.
The law also provides that policemen are obliged to promptly intervene within the cases of family violence, and the aggressors will be evacuated from the house.
The normative act was promulgated by the president Traian Băsescu right on Woman’s Day.
This kind of law that protects women from their violent husbands is expected for over a decade.
The number of abused women is increasing
Friday, the policemen from Timişoara retained a 35-year-old man, from Bucharest, who threatened his ex-girlfriend that he will shoot her, as it happened in the tragic case from the hairdresser near Perla from Bucharest, if she doesn’t return to him, according to the spokesman of the Police Inspectorate Timiş, Andreea Cinteză.
The man was retained Friday based on the ordinance and had received a criminal file for blackmail and accessing without any right an informatics system.
According to No Abuse Association data, between 2009 and 2011, over 12,000 of women were abused.
Regarding the trust in the state authorities, which have the responsibility to support the victims of the domestic violence, 87, 6 per cent of the respondents manifest a low trust, according to No Abuse Association.
The results of the previous studies show that almost 60 per cent of the married women are beaten by their husbands at least once in a month.
A serious situation exists in Bucharest, where the cases of domestic violence within the family increased with 70 per cent in 2010 than 2009,it is showed in the statistic of the association.
In 2010, the only shelter for the victims of the domestic violence within the family from county Mureş was closed due to the lack of funds.
UNO declared 25th November as “the International Day for eliminating the violence against women”.
