EU leaders are involved in talks mainly aimed at addressing tax fraud but other issues refer to energy infrastructure and renewable energy sources.
Tax evasion is a serious problem we should address, European Commission President José Manuel Barroso explained on Tuesday as quoted by RADIO ROMANIA.
Tax evasion costs EU states 1tn euros ($1.3tn; £0.85tn) a year, more than was spent on healthcare in 2008.
A trillion euros was, he said, "a huge amount of money to simply let through the net".
He noted that 1tn euros was "pretty much exactly the EU budget for the next seven years".
Romanian PM Victor Ponta was expected to represent Romania at the Wednesday EU Council summit for the time, RADIO ROMANIA reported.
