CNADNR irregularities, seized by DNA
National Authority for Regulating and Monitoring Public Procurement announces that at CNADNR the problems were discovered in the award of works contracts.

The National Authority for Regulating and Monitoring Public Procurement has decided to refer the Competition Council and DNA after it found a number of irregularities in the checks carried out at Company of Motorways and National Roads.
The Authority Chairman, Dan Vladescu, said Thursday that problems have been identified in the award of works, mainly at highways Nadlac-Arad and Orastie-Sibiu.
The main deficiencies identified regard the imposition into the documentation of attributing the restrictive minimum qualification requirements, the use of other qualification than those provided by GEO 34/2006, and breach of the principle of transparency.
"They were applied fines amounting to 200,000 lei and many irregularities were found that generated public procurement contracts, as we believe, incorrectly.”
"There are suspicions of fraud, on the one hand, but also suspicions on anti-competition misunderstandings from cartel operators who were involved," said Dan Vladescu.
The National Company of Motorways and National Roads recently terminated the contract for building the first section of Nadlac-Arad highway, mostly because of the delay works.
CNADNR also announced to resume in January the auction for the first section of Nadlac-Arad highway after termination of the association led by Romstrade Company, owned by businessman Nelu Iordache, and estimated that the second section will be completed on time, i.e. April 2013.
Businessman Nelu Iordache was detained Saturday by DNA in a file that is being investigated for embezzling 25 million lei from the money to build Nadlac-Arad highway, embezzlement, forgery of documents and money laundering and he was preventively arrested Sunday for 29 days by the Bucharest Tribunal.
