The former Democratic-Liberal Government is investigated by the National Anticorruption Department, following complaints from the current Cabinet, led by Social-Democrat Victor Ponta.
The prosecutors have already prepared criminal cases and seized documents from the ministries suspected of fraud.
One of the cases concerns the National Health Insurance Office, whose former director allegedly committed huge frauds.
Similar frauds are suspected in other ministries. Transports Minister Relu Fenechiu said his predecessor was responsible for a property damage worth 700 million euro.
