According to the report of the government, the control construction companies hired by the National Company of Motorways and National Roads do not have sufficient staff and equipment.
The Control Body of the Prime Minister completed the checks at the National Company of Motorways and National Roads in Romania (CNADNR), control covering the period January 2007 - august 2012, which aimed at identifying the causes of delays in execution of infrastructure works ongoing road, it said in a statement of the government.
After the analysis made by the Control Body of a number of 31 works contracts for rehabilitation / upgrading and construction of roads and highways, “in which there have been delays in execution of works”, there were many cases that stand the behind these delays.
"One of the main problems identified was the insufficient mobilization on site construction of the firms executing the analyzed contracts. Thus, although on the paper had sufficient personnel and equipment on the extent of work involved, the situation was quite different field," reads the release.
According to the cited source, this cause stayed behind the registration of a delay in execution of works on several roads such as DN 6 Alexandria - Craiova - Lot 1 and Lot 2 rehabilitation, the construction of by-pass the city of Caracal, rehabilitation of DN 76.
Another major cause of delays in contracts to CNADNR is the "use by manufacturers of the same machines but also the same staff in several contract works executed in the same period of time."
According to the government, to prove the professional competence, "the bidders must provide a list of 'key personnel', or specialized technical personnel with professional experience in road infrastructure works and their qualifications."
"After the analysis by the Control Department of the Prime Minister were identified situations where, in order to obtain work contracts, builders indicated in the submitted tenders procurement procedures different that the same equipment and the same staff-key will be used for implementation of road infrastructure works in different sites in the same period of time, "the release states.
The Prime Minister’s report on the control was sent to the Ministry of Transport and the National Company of Motorways and National Roads in Romania in order to provide the necessary measures vis-à-vis those discovered.
