The Parliamentary Commission for the revision of the Constitution has adopted an amendment whereby Parliament may be dissolved if the population does not agree with the President's impeachment.
At talks Tuesday also passed the amendment which states that every simple motion adopted by Parliament will result in dismissal of the Minister concerned.
The draft amendment will propose to the Commission could be completed at the end of this week.
In accordance with the article adopted, Parliament is dissolved within 45 days if the referendum fails to remove the President. This failure requires two conditions: the referendum to be valid, i.e. to attend 30 per cent plus one of the number of those entitled to vote and a second term 50 per cent plus one of the votes cast to say "no" to the decision taken by the President to dismiss Parliament.
The article was initiated by Constitutional Forum as a balancing force between Parliament and Presidency, says Claudiu Craciun , member of the Forum.
"We need to ensure that, in the case of an attempted dismissal there is an alignment between the Parliament majority and the citizens," says Craciun.
Shortening the time for debating urgent Ordinances
Although they submitted a similar article, PDL lawmakers voted against it because they did not approve of the idea first. Senator PDL Alin Tişe.
"The referendum law will determine when it is valid or not a referendum. From this point of view I believe that a referendum invalid cannot produce legal effects with regard to the situation in Parliament, "said Alin Tişe.
Another amendment is aimed at shortening the time for debating emergency ordinances to prevent abuse done by the Government in this area. Liberal senator Tudor Chiuariu.
"We should vote at a pace more alert, that's why we offer a reduction of the time limits provided for in 45 days to 30 days for the draft law, and from 60 days to 45 days for complex projects," says Tudor Chiuariu.
On Monday, the Commission amended in depth the relationship between the President, Parliament and Government. Many of the President's powers were directed to the Parliament and the Government.
In addition, clarifications have been made in respect of the appointment of the Prime Minister, the Parliament's exclusive right back.
