Agreement between the government and presidential attributions
President Traian Basescu and Prime Minister Victor Ponta had separated, by a signed agreement, "preeminent responsibility areas", while committing to cooperate.

Introducing a transparent process for the appointment of General Attorney and the Chief Prosecutor of DNA as well as to launch restraint in political disputes on issues related to Romania's commitments to international institutions are among the principles that must meet President Traian Basescu and Prime Minister Victor Ponta, according to an institutional cooperation agreement signed on December the 12th by the two officials.
President Traian Basescu and Prime Minister Victor Ponta had separated, by the signed agreement, "preeminent responsibility areas", while committing to cooperate "in good faith" and "to avoid any blockage, discuss and debate alternative positions ".
Thus, the third point of the document is called "pre-eminent areas of responsibility," and, according to the text, "the parties agree that, under the Constitution of Romania, each component has preeminent responsibilities in their fields."
Tasks, divided
The President will have "foreign policy, security, defense, representation at the European Council under CCR Decision ".
The Premier will have the "economic and social policy, the country's government, current issues that have not directly impact on national security, external relations and European intergovernmental level".
"The Parties agree to respect the positions expressed by constitutional responsibilities, to cooperate in policy formulation where the second hand is also involved, in good faith, to avoid any blockage, to discuss and debate alternative positions. In these areas, the divergent or alternative public positions could be expressed at a technical level with direct reference to the arguments of this bill and not political approach, "reads the document.
According to it, "the parties undertake to continue the practice of representation mandates approved by the President of Romania and reporting the arrival of delegations".
The text of the agreement was released Wednesday by the Prime Minister Victor Ponta but also by the presidential Administration, which states that the document "was signed Wednesday, December the 12th this year, at 22.50" by Traian Basescu and Victor Ponta and was awarded to several European leaders.
