Without ties "between the allocations of funds and absorption"
Romania will require avoiding, in the negotiations, any link between the absorption rate and future allocations of European funds.

The Government approved on Tuesday a memorandum through which updates the position of Romania on the next budget of the European Union.
The document was presented by European Affairs Minister Leonard Orban, after Tuesday's meeting of the Executive.
The main objective of Romania remains to improve the position of net beneficiary in financial relations with the EU, more precisely the difference between allocated funds and contribution from the EU budget to be higher than in the period 2007-2013.

In addition, Romania will require avoiding, in the negotiations, any link between the absorption rate and future allocations.
"It is a connection that we are not willing to accept it. Why? Of the very many reasons. Wasting time on this period, by the fact that the rate of absorption will not be 100%. Secondly, to be punished and for some mistakes in this programming period, to pay and in 2014? It is absolutely unfair, "said Leonard Orban.
He also stressed that the negotiations on the future EU budget year will be difficult and will require flexibility in their implementation.
