Romanian president, Traian Băsescu, sent Friday, a letter to the presidents parties and political parties represented in the Romanian Parliament, by which he calls for consultations, on Friday, at Cotroceni Palace.

According to the minute submitted in the parliament plenary by social democrat deputy Georgian Pop, out of 460 MPs, were present 259, 248 votes were cast and four annulled votes.

Government led by Mihai Răzvan Ungureanu was the executive with the shortest term, only 78 days.

Ungureanu government was elected by parliament, after Prime Minister Emil Boc resigned.

Until the election of a new prime minister by parliament, the government led by Mihai Răzvan Ungureanu ensures the interim period.

Steps to follow in order to appoint a new prime minister

In such circumstances, it is started the nomination procedure of a candidate for prime minister.

For his nomination, the Romanian President ought to consult the party that has obtained absolute majority in parliament or, if there is no such majority, the parties represented in parliament.

The fundamental law also states that within 10 days of appointment, candidate as prime minister will ask parliament’s confidence vote on the program and entire list of the new executive.

If Parliament rejects the investiture request of a new government for twice, within 60 days of the first request and after consultation with the chairmen of the two chambers and parliamentary group leaders, the president can dissolve the parliament and trigger early elections.

International Monetary Fund breaks off the negotiations with the Romanian authorities

Foreign exchange quotes went up to historical maximum level of 4,4010 lei/ euro at one hour after since the announcement about the Ungureanu government fall and National Bank of Romania has intervened aggressively , indirectly, by selling Euros, and turned the rate to 4.3900 lei /euro, reported Mediafax.

The record level of 4.4010 lei/ euro was reached on the interbanking market in June 2010.

BNR intervention brought quotes between 4,3915 to 4.3950 lei/euro , on a market where, according to dealers, trading volumes are are among the highest since the beginning of the year.

Some dealers say that the depreciation of national currency( leu) was subdued as well, by the international context, a relatively calm.

Storm in Parliament

Debates on the censure motion “ Stop the indebted government. Not like this! Never again!”, made by USL, started at 9 o’clock, when PSD senator Olguţa Lia Vasilescu presented in the Parliament plenary the censure motion text.

Prime Minister spoke from the rostrum of parliament around 10.30 , when he tried to debunk the accusations presented in the motion text .

Allocations from the emergency fund were done based on co-financing projects under implementation and benefit from European funds, for payment some local communities arrears.

“Allocations have been made beyond any political view. I was accused that money was allocated to a municipality whose mayor is arrested. It cannot be penalized a local community for the mistakes made by an elected local ,” said Prime Minister Mihai Răzvan Ungureanu.

As the line in Hungarian language at UMF-Târgu-Mureş,Mihai Răzvan Ungureanu said that it is the first time when a government faced with a motion that it is charged with the compliance of education law.

“ At Bucharest , it is discussed in a politic manner on a topic that is closed by the law text. The solution does not affect the current structure of university and either the enrolled students”, he also mentioned.

Mihai Răzvan Ungureanu also specified that the offer to Transelectrica has been successful.

After the successful bid ending , it was received 37,6 million Euros. The Romanian State gain is not represented only by money, but also sends a confidence signal on the strength of Romanian economy.

“All the major international investments banks have appreciated in a superlative way how it was done this sale. The Stock Exchange is the guarantee of transparency and efficiency”, also said Mihai Răzvan Ungureanu.

Government “not alienating resources”

PSD President, Victor Ponta said at the rostrum of parliament that there were talks in coalition! And we are all ready to lead Romania”.

Victor Ponta also said he wants that 80 days of Ungureanu government must be addressed urgently.

“It should be solved all the six serious open problems in only 80 days of existence of Băsescu- Ungureanu government, you cannot blame entirely the one who does, but also the one who decides. I want to have the opportunity to listen the 100 days report.

“We are duty bound to say what are our solutions and what should be done as soon as possible for Romania. The only feature of Ungureanu government is arrogance. When not relying on anything, arrogance is a vice and can easily turn you into ridicule”, Victor Ponta also said.

The other co-president of USL, Crin Antonescu said that Ungureanu government was” to view the most partisan funds allocation for a party. Due to this , you ought to leave”.

“We, the ones from PNL, believe when it comes to privatizations involving Romania’s natural resources, we must have transparency, serious studies of the serious sources, public debates, a debate in Parliament and must integrate each privatization in an economic development strategy of this country , also stated the PNL president, Crin Antonescu.
