In the country, occur, however, other issues related to the distribution of chairs.
On the one hand, there are teachers who have achieved high marks and cannot occupy a seat in the chair, because there are no posts on the subjects they want to teach.
They are forced, therefore, to go to schools in the countryside, where there are lower wages or to be substitute teachers in schools in large cities.
In Cluj County, the entrance rate has been among the best in the country, but the distribution of teachers will not solve these situations that repeat every year.
Radio Romania News correspondent in Cluj, Claudiu Pădurean, tells us what is the situation there.
Many of Cluj teachers who obtained higher marks than 7 at the tenure exam preferred to stay on full time substitute teacher because the seats of holders were in other schools or cities other than those agreed by the candidates.
In these circumstances, teachers with lower grades obtained the opportunity to be appointed on those items rejected by teachers with higher grades at the tenure exam, said the deputy general inspector, Mariana Pop.
"There are problems with commuting or the human desire is to be tenured in a particular school.
"If a person does not wish, he may leave the job - not to take tenure in the educational institution for personal reasons – and someone else with lower grade to take the job the first one never wanted", said Mariana Pop.
In Cluj County, 11 of teachers have obtained grade of 10 at the tenure exam, 716 - achieved grades above 7, and 377 received scores between 5 and 7, 139 scored higher than 5.
The percentage of teachers who have passed this exam is 88.72 percent.
On the other hand, teachers are not interested to teach in rural areas and the chairs are occupied by substitute teachers who obtained scores between 5 and 7, or remain available until next year.
