Ministries and other budgetary institutions could be obliged to make part of their allocated funds available to the government's reserve fund as a matter of urgency, according to a draft emergency ordinance on the executive's agenda on Tuesday. The act also creates the legal basis for the transfer of savings made during the budget year from funds earmarked for externally financed projects.
The government is also expected to approve, at the meeting scheduled for midday, an emergency ordinance to extend the period in which financing documents can be submitted to the "Anghel Saligny" National Investment Programme.
Oana Bala: "The government's decision comes in the context of the fact that, in the process of analysing the submitted documents, several situations were identified which cause delays in their completion, the lack of land registration of the sites, unclear property ownership, long periods for obtaining authorisations and the need to carry out expropriations.
Also on the executive's agenda is a draft emergency ordinance that would oblige the main authorising officers to make available from the budgetary reserve fund at the disposal of the government, within one day of a request from the Ministry of Finance, 10% of the amount of budgetary and commitment appropriations.
The draft law for the construction of the 5 km motorway between Cristian and Codlea with European funds could also be tested at today's government meeting. With this draft, the executive aims to reapprove the technical and economic indicators for the Bucharest-Brasov motorway section."
