The National Council of Students and other student associations will launch a series of proposals on the new form of the Student Statute. The National Council of Pupils, the only structure representing them, is currently working on a document containing all the proposals for amending the current statute, in accordance with the legislation in force. The proposals will be sent to the Ministry of Education by early next month.
The Pupil's Statute lays down the rights and obligations of pupils, as well as the sanctions for acts committed in educational institutions. Ana Costache, spokesperson for the Bucharest-Ilfov Pupils' Association, believes that expulsion is not a good solution as it violates their right to education.
Ana Costache: I think that children who behave inappropriately could indeed be punished in other ways.
Reporter: The Pupil's Statute can be amended by order of the Minister of Education, at the proposal of the National Council of Pupils and their representative associations. Representatives of the Bucharest-Ilfov Pupils' Association propose a series of measures for pupils who commit acts of physical and verbal violence.
Ana Costache: An environment in which there is bullying and in which there are somehow marginalized people is not an environment that you look at to learn, to develop. Here we are talking about even younger children, primary school children, where different kinds of bullying that may seem harmless can mean a lot to them and can form wounds. Also, sanctions for pupils, if this bullying becomes physical aggression, clearly the grade should be lowered.
