The national plan for employment, taking over from former cabinet could be finalized and adopted as soon as possible, notifies the Minister-delegate for social dialogue, Liviu Pop.

Unions consider, however, that the draft does not specify concrete measures to stimulate employment, tax deduction for employers that create jobs and in addition shall relate in particular to young people, being excluded elderly people, representing a significant proportion, among the unemployed.

Employers and unions are of the opinion that the document in its present form is only theoretical and measures may not lead to creating the new jobs, whereas financial resources are missing.

Employers argue that releasing the labour market must be stimulated primarily by giving employers tax deductions to the creation of each job.

In this way, the State budget deficit would not suffer, but on the contrary, it would be discharged by the payment of unemployment benefits.

"In order for us to create jobs there are not sufficient measures or guidance from a theoretical national plan of development. What we said to Mr. Minister, we understand that the national budget that has very few resources and this must be done in the context of, let’s say, a review of some of our proposals.

"But there are measures that don't cost money, such as encouraging those who create new jobs through tax deductions; that reduces the taxes that does not mean a reduction in revenues to the State budget, but on the contrary, an increase ", employers’ representative said, Cezar Corâci.

Employment plan "is only for young people"

The unions say that the employment plan is addressed to young people, being omitted a very important category which thickens the unemployed category, the elderly one.

In addition, the lack of financial resources cannot be taken any measures.

"We have warned that the employment problem means the financial sustainability and if we are not told even the size of the target which the Government wishes to allocate is difficult to discuss the implications or measures which might be taken effectively," said Bogdan Hossu.

Minister delegate for social dialogue, Liviu Pop, believes that the national plan for employment took over from former Labour Minister and discussed Monday does not have financial support and hopes that by the end of this month to be found the necessary resources so that it should be approved by means of a memorandum.

"For the year 2012, unfortunately for us at the moment, the Government has not provided any money for which means active measures in terms of job creation, which you will need to talk to the Government and the Finance Ministry , to find financial resources to enable a national employment plan, practical" Liviu Pop, said.

The future of social dialogue committees will be discussed and the law of social dialogue and Labour Code so that it can be changed.
