Officially, the government rotation will begin after Nicolae Ciuca submits his mandate as prime minister. This was supposed to happen two weeks ago, but the procedure was delayed due to the education labor dispute.

It is possible that the teachers's protest will end today and the steps to form the future Ciolacu cabinet will begin immediately. Meanwhile, Social Democratic leaders from the center, and from branches, have met informally to set their strategy, and a meeting of the Liberals is also expected.

Unofficially, the negotiations for the ministries are ongoing, with several options under discussion: either respecting the protocol in force, according to which the social democrats take over the position of prime minister, and the Ministries of Finance and Transport return to the liberals, along with the modification of the structure of the executive to 18 ministries, whether immediately after being designated by the president as prime minister, Marcel Ciolacu to start negotiations for the formation of a new government team.

The procedure for the investiture of the future executive means consultations with the political parties, the nomination of a candidate for the position of prime minister from the PSD side, the formation of the government team, the hearing of ministers in specialized parliamentary committees, the vote in Parliament and the swearing-in at the Cotroceni Palace.
