The government proposes new procedures for the absorption of non-refundable European funds

RADIO ROMANIA NEWS - The government wants to improve the legislation regarding the absorption of non-reimbursable European funds that are intended for infrastructure projects.
Procedures are being thought out so that the time in which these projects begin to be realized concretely, on the ground, will be as short as possible - transmitted the RRA reporter at the Victoria Palace, Andrei Serban: "Among the new measures that will be adopted are those that will increase access to the financing of local communities. Thus, the restriction to prepare no more than two projects per development region is removed and the minimum ceiling of the project that can be selected is reduced from 1.000.000 euros to 200.000 euros. The category of potential beneficiaries will also be expanded, by including administrative-territorial units that own land on which leisure centers, tourist bases and school camps can be established, expanded, rehabilitated or modernized. The normative act also establishes the legal framework through which the buildings owned by the state pass into the temporary administration of the local authorities benefiting from the projects, in order to reduce the time and accelerate the implementation of the projects. Another change concerns the mechanism for applying the concepts of effective collaboration and partnerships for knowledge transfer in the field of research, development and innovation. Currently, the mechanism applies to the "Smart growth, digitization and financial instruments" program, but it must also be extended to the health program and regional programs, because these also provide for knowledge transfer partnerships that can receive European funds."
