The cabinet led by Prime Minister Marcel Ciolacu adopted a draft ordinance on the labeling of heated tobacco products, with warnings like those on cigarette packs.
European regulations on the matter establish such an obligation.
The measures that will be approved by the Government will enter into force on October 23.
The draft ordinance aims to harmonize the provisions of Law 201, which establish the conditions necessary for the manufacture, presentation and sale of tobacco products, as well as related products, with the European Directive 2100 of 2022.
Thus, the draft defines the term heated tobacco product and amends the prohibitions on tobacco products other than cigarettes and rolling tobacco by adding heated tobacco products to this category.
Failure to adopt the draft normative act by July 23, states the explanatory note, will lead to the initiation of the infringement procedure for Romania.
It is known that the transposition of the objectives of the European Union is an essential obligation of the member states, and its non-compliance is of great gravity.
On the other hand, the contribution of tobacco companies to the state budget is important.
For example, in 2021, it amounted to 4.4 billion lei, which represents the equivalent of 1.7% of the gross domestic product, and tobacco excise revenues represent 45.5% of budget revenues.
