The draft referendum proposed by Nicusor Dan passed with a positive vote by the general councillors of Bucharest City Hall.
This public consultation covers two key issues: changing the way money is shared between the capital's City Hall and the sector mayors' offices, and the issuing of building permits, which would be approved only by the mayor general.
So, the two questions to which we, the citizens of Bucharest, will be invited to answer YES or NO are the following: whether we agree with the distribution of income taxes and fees between Bucharest City Hall and the sectoral city halls; this proposal was voted 43 votes in favor and two against. The second is whether we agree that the Mayor General of Bucharest should issue building permits throughout the administrative territory of the city. There were 45 votes in favor and two against.
The PSD group added an additional amendment to these questions, which caused a delay of about two hours in today's meeting; they put a new point on the ballot: do you agree that the Bucharest City Hall should fund and implement a drug education and prevention program in Bucharest schools? This proposal received 45 votes in favor, three abstentions and one vote against.
So, most parties have announced their support for the popular consultation, but it is not yet known whether the same polling stations will be used on November 24, when the referendum will be held in Bucharest.
Again, a legislative change is needed.
