The Minister of Internal Affairs, Marcel Vela, announced that the emergency ordinance draft for strengthening animal protection measures has been put up for public debate.
Under the new provisions, police can issue an order to move an injured or abused animal to a shelter, and local authorities have an obligation to provide such spaces permanently.
At the same time, the normative act establishes that police officers can enter a house or headquarters without the owner's consent, if they have indications that an endangered animal is there.
Marcel Vela: The order to place the animal in shelter can be contested by the owner of the animal under the law of administrative litigation. According to the emergency ordinance draft, the right of police officers to enter the home or residence of any natural person without his consent, as well as the premises of any legal person without the consent of his legal representative, is established if the information available to police officers indicates that in those spaces an animal is in danger.
Host: The Minister of Internal Affairs also specified that this project will amend the Law on the organization and functioning of the Romanian Police, establishing a mechanism for hiring, in the Police, personnel specialized in veterinary medicine from within the National Sanitary-Veterinary Authority or from an external source.
