Romania should refrain from making substantial changes to the legal framework shortly before elections, according to recommendations issued in a report by the Congress of Local and Regional Authorities of the Council of Europe, referring to the local elections held last June. The document comes in response to a complaint about alleged irregularities in last summer's local elections.
According to a statement from the institution, although the 2024 local elections in Romania were generally well organized, they remained significantly affected by the introduction, just a few months before, of an Emergency Ordinance to organize the European Parliament elections on the same day.
