Romania is subject to infringement proceedings by the European Commission in five new cases.

The Commission notes that Romania has not communicated the state of legislative transposition of certain European directives.

This month's Commission package includes 11 infringement decisions, covering 26 Member States.

Romania is included in five cases, along with other countries in the same situation, and all have two months to reply to the notification letters sent by the Commission.

One of Romania's delays is the incorporation into national law of the latest European rules for attracting highly skilled labour from outside the EU.

This is the European Blue Card Directive, which covers legal migration to the European Union.

Transposition is all the more important as the Community area has a shortage of highly qualified labour. Romania is lagging behind 15 other Member States.

Another delay is in the transposition of the directive on credit providers and credit contractors, a directive which, among other things, ensures the transparency of this type of contract, as well as the protection of credit consumers.

Most importantly, the directive introduces significant forbearance measures to protect consumers, such as refinancing the credit agreement, deferring payments, changing the interest rate, as well as information requirements to increase transparency in the relationship with the creditor.

Romania is among the 21 Member States that have received a notification letter from the Commission. Another case is the Emissions Trading Directive and last year's amendments, which apply to a number of areas from aviation and shipping to buildings. These are mechanisms aimed at reducing emissions in all areas.
