Romania and Bulgaria, "in transition to the market economy"
A report of the French Senators draws attention to the difficulties that Romania and Bulgaria have regarding the access and absorption of EU funds.

Romania and Bulgaria are still in transition to democracy and market economy, from more than 20 years after the fall of communism - says a report submitted to the French Senate, on behalf of the European Affairs Committee.
The constitutional state is not perfect, according to the five senators, authors of the document.
According to the signatories, it is necessary to consider that the dictatorship sacrificed two of the three current generations and anesthetized the civil society.
The economic crisis is another mitigating circumstance.
The two explanations should not lead though to minimize the difficulties faced by Romania and Bulgaria in order to irreversibly adopt the constitutional state.

If reform does not end the rule of law and judicial and administrative mechanisms are not reliable, the funds are poorly absorbed and does not produce the expected effects.
