Permanent Electoral Authority: New rules for election campaign transparency

The Permanent Electoral Authority is proposing a set of new rules that would ensure the transparency, including online, of the electoral campaign for the presidential elections in May.
Information on the identity of the candidate and the source of funds used to promote him or her must be included in election materials.
Social media materials advertising a candidate directly or indirectly are also covered.
The Permanent Electoral Authority emphasizes that the proposed measures take into account the legislation in force, as well as the comments made by representatives of non-governmental organizations with relevant activity in the electoral field and parliamentary parties.
It specifies that political actors must, with each advertisement, present the identity of the candidate or political party on whose behalf it is distributed. Also, a clear indication that it is an election advertisement and that the sums spent for the preparation and promotion of the material come exclusively from sources permitted by law. In addition, an indication of whether the advertising material has been subject to targeting techniques and the unique identification code of the financial agent registered with the AEP.
This information will be written in a user-friendly, accessible manner and placed in plain view for the public. Fines between 15.000 and 50.000 lei are foreseen for non-compliance.
