President Traian Basescu said on Friday the Netherlands "indulges too freely in without limit to a Member State" by the fact that it relies on a mechanism for justice, cooperation and verification mechanism(MCV) , as a condition for Romania's accession to the Schengen area.
"The Netherlands can say whatever want do not ask any Dutch blank check but what we ask the Netherlands is to comply with the Treaty of Accession. For now, The Netherlands indulges too freely in related to a Member State. We do not have in the conditions of accession to Schengen area the cooperation and verification mechanism(MCV). MCV is another mechanism for justice, not border security, "said Basescu in Brussels after the Spring European Council meeting.
The president described as the positive decision to set a deadline by which all Member States should rule on Romania and Bulgaria accession to the Schengen area.
Thus, in September to establish that a decision on the accession of the two countries means that the Netherlands to stop saying in summer is still awaiting a report on MCV, the Romanian president said.
"The opposition was also from the Netherlands, that expects the report in summer. However, for the first time we have a deadline set for the decision on Romania and Bulgaria into the Schengen established the JAI in September", Basescu said.
The chief of the state emphasized that the deadline set in order to take decision on accession to the Schengen was made following a discussion he had had with European Council President Herman Van Rompuy as well.
Asked by media if Romania and Bulgaria require a blank check Netherlands, President Basescu said "the Netherlands can say whatever want. We do not ask for a blank check. Now, the Netherlands indulges too freely in without limit related to a Member State".
Decision on Romania and Bulgaria's accession to Schengen in order to be made in September, was taken by EU leaders, amid deadlock exercised by the Dutch government which claims the two countries have made sufficient progress in combating corruption and organized crime.
The Netherlands’ reasons
In December last year, Dutch minister for asylum and immigration, Gerd Leers warned that, in his view, there is nothing to discuss at that time and that would be better for Romania and Bulgaria to focus on real progress in justice reform and the fight against corruption.
"I'm not an enemy of Romania and Bulgaria, I am a friend of Europe. Therefore, I want European citizens to be 100% sure that no criminal act and any act of corruption will not interfere with the Union's internal market. . At this refers the Netherlands’ worries and that’s why we ask quality, " also said the Dutch Minister.
Gerd Leers said that the Netherlands expects irreversible progress in the two countries in judicial reform and fighting corruption and made it clear that the proposed two-step accession to the Schengen area is not a solution in terms of the Netherlands.
Romania and Bulgaria should join the Schengen area in spring 2011, but their membership was rejected by France and Germany because of corruption and organized crime.
In September 2011, Finland and the Netherlands opposed setting a date for the two countries.
Then Finland revised its attitude in mid November when it claimed that it will accept a membership in the phase of the two countries if the EC report in early 2012 will be positive.
