Budgetary correction with the projected ups and downs by Executive, co-payment in the health system and reactions on the errata issued by the Constitutional Court concerning the referendum-are some of the topics of today's newspapers.
"The Bill' promises: increased salaries, investments cut off" headlines România Liberă.
According to the newspaper, the draft of the first budgetary correction shows that the rise of salaries of budgetary employees, in a year when the economy goes worse than it was expected in late 2011, it is possible only by cutting investments from European funds.
The publication points out that the gap between expenditure and revenue of the State increased by 0.3 percent of GDP, and the money would have to be got from new loans on the financial markets.
Adevărul notes that "the Government is relying on a weaker economy" and explains that the draft of budgetary correction prepared by the Executive , which will be discussed this morning with trade unions and employers at the Finance Ministry, show the Government's diminishing optimism towards developments in the economy.
There are chapters in which the Government predicts revenue increases, and these include VAT receipts, followed by tax revenues and wages, as well as the use of property tax.
Under the heading "Tax disease, life buoy for an inane health system ", Evenimentul Zilei examines the introduction of co-payment and its effects on patients.
The author of the article states that, by next year, all those insured will pay fixed charges, for analyses, consultations and hospitalizations.
Although the intention is good, that is unduly limiting access to expensive services-says Evenimentul Zilei-experts fear that it was poorly chosen time for new fees, in full recession.
Finally, Jurnalul Naţional presents an exclusive interview with Ion Predescu, judge of the Constitutional Court, who talks about the changes in the decision of this Court on August 2, on the referendum.
He said-we quote: "Errata that has been published , it is a political decision" and added that he had learned of the document existence from two of his colleagues — specifies the newspaper.
Judge Ion Predescu explained for Jurnalul Naţional how such decisions are taken in CCR plenary and held that the Government was wrong when he published errata in the Official Gazette without demanding and receiving explanations from the Constitutional Court in this connection.
At the same time, the daily points out the statement of Premier Victor Ponta, on this subject, which mentions that according to law, the responsibility for what is published in the Official Gazette belongs to that who sent the address.
