Lowering fees, taxes promised at the beginning of the campaign

Friday began the electoral campaign for the parliamentary elections that will take place on 9 December. Radio Romania Actualitati adapts to its program during the campaign.

The electoral campaign for the parliamentary elections of December 9, officially began at midnight, ending on 8 December.

Senators and deputies will be elected by ballot, as in 2008.

At the national level have been set up for fellow deputies and 315 137 colleges for Senators.

For Romanians with the right to vote who live outside the borders of the country were established six colleges, including four deputies and two senators.

Radio Romania offer editorial on electoral campaign will include special programs reserved for elections to the Chamber of Deputies and the Senate.

During the campaign, Radio Romania Actualitati, network regional studios, Antena Satelor and Radio Romania International will broadcast news bulletins and shows.

What USL proposes for governing program

The main directions of the USL aim at agriculture, energy, infrastructure and country reindustrialization .

According to Radio Romania Actualitati editor, Alexandra Cristea, the solution proposed in the USL governing program for Romania is an economic model based on economic development and social cohesion.

Thus, the USL wants to activate investment and competitiveness, infrastructure development and modernization of public education, health care and pensions.

Money for a strong Romania -say the USL -will come from the stimulation of the business environment and the creation of new jobs.

This will be simplified taxation by reducing taxation as follows: reduction of CAS with 5 percentage points for employers; reducing VAT for agricultural producers from 24 per cent to 9 per cent ; differentiated taxation according to the income of 8 per cent , 12 per cent , up to 16 per cent .
"We want to tell the truth. 2013 will not come with milk and honey. It is easy to say that you can cut taxes all over the place. I think we have the obligation to be true otherwise, to say that any reduction in fees means an income in addition to the other, that any proposal that we do today to get a few votes to be implemented after the December 9.

"I want to propose you agree that our government program to be a realistic program and let populism, demagogy for those who need very highly rated in the next period.

"I think we need votes, but we need realism and honesty when dealing with those who we vote for," said the co-Chairman of the USL, Victor Ponta.

USL wants over the next four years to complete the highway Bucharest-Arad and also the highways Transylvania and Bucharest-Ploieşti-Braşov.

Social-Liberals may relate to depoliticize the judiciary , the High Court of Cassation and Justice to administer the budget of the judiciary.

Socially, the USL proposes drugs compensation with 90 per cent for pensioners with pensions below 1 000 RON.

Also, the pensions will be indexed according to the law in force, within the limits of the budget; and for rural areas, the social liberals are going to set up school campuses and high schools, so as to ensure that children, from a range of up to 15 kilometres, education services.

What ARD proposes for governing program

The governance of the Alliance opens, according to Radio Romania Actualitati editor Bogdan Isopescu , with a declaration of political stance in which the Straight Romania Alliance (ARD) leaders say that the government's target is to increase the economic competitiveness of the arising of all other items, including increasing the standard of living.

Here, representatives of the Alliance affirms the option for the rule of law in which democratic institutions are not to be affected by political infighting.

In terms of public policy, the Alliance's offer is structured in five chapters.

The first comprises policies and human capital development, including areas such as education, health, the labour market or the family.

For example, with regard to education, it respected the provisions of the National Pact for education, but also achieve new curicullum.

The second chapter contains the policy concerning capital and economic competitiveness. Includes areas related to business, research or transportation. As a priority, the LRA representatives propose support for entrepreneurs.

The third chapter focuses on policies to protect the natural resources and the development of them.

The chapter includes areas such as agriculture, rural development, tourism, energy and environmental protection.

For example, ARD provides irrigation on European funds, to simplify the legislative framework and the development of tourism, as well as rethinking energy production system.

The fourth chapter talks about the policies of the national interest.

Tax policy, budget ARD wants decreased taxes, tax, lowering the predictability flat from 16 to 12 per cent.

In addition, it proposes reducing the CAS with 5 percent, raising the minimum wage to 850 RON from January 1, 2013 and 1000 RON since 2015.

In the same chapter, ARD recalls the need for the reform of public administration.

The last chapter refers to policies on integration and European Affairs.

Detailed objectives are the Schengen and the euro area membership.

New rules in the campaign

Attempt, promise and giving of money, in order to determine the voters to vote in a particular manner, shall be punished with imprisonment from six months to five years, according to an Emergency Ordinance adopted Tuesday during the government meeting.

"We have initiated a draft Emergency Ordinance by which change the article 55 of the Act, which refers to the penalties relating to the quote said , bribery.

' Article 55, paragraph 1, provides that attempt and the promise and giving of money and items to use in order to determine the electors to vote in one way or another, shall be punished with imprisonment from six months to five years, "said the Interior Minister, Mircea Duşa, at the end of the meeting.

According to the Emergency Ordinance , make exceptions to the provisions of paragraph 1, materials and articles of canvass like posters, flyers, postcards, calendars, notebooks, postcards, pens, lighters, matches, badges, DVDs, pennants, flags, bags, t-shirts, caps, scarves, scarves, vests, woven, gloves, capes, jackets, but they must be marked with the insignia of the political party or election of candidates participating in the elections.

Also, candidates will be able to offer objects of canvass, inscribed with the insignia of political parties or election of candidates, whose value does not exceed 10 lei without VAT, for each item, these goods may be the food, alcoholic or non-alcoholic goods or tobacco products.
