Limited hires to state next year

State-owned companies will not be able to increase next year, the number of personnel only in duly justified cases, according to the draft law on State budget for 2014, published on the website of the Ministry of Public Finance.
An exception might be in those vulnerable sectors badly affected by lack of personnel.
Even in these cases, however, it will be required a complex procedure,
Exceptions for new hires will be made only with the approval of the Government, with the approval of the memorandum or local councils.
Prime Minister Victor Ponta gives assurances that next year's budget is built with the aim of ensuring economic growth.
He argues further that there will be substantial increases in salaries for resident doctors and beginning teachers and their positions are safe.
"The idea is still to support the two areas in which we have great need of personal-health and education-and in the other, just to reduce," said Victor Ponta.
The draft budget law for 2014 notes that economic operators, whether or not for profit registered in the previous year, it may increase wage costs by nature made in the previous year, with employment levels approved by the revenue and expenditure budgets, with the forecast for the inflation index.
Gross average earnings used in the justification of the state social insurance budget on 2014 is 2298 lei.
The budget is built on a deficit of 2.2% of GDP and economic growth of 2.2%.
