GEO on buying prepaid cards with ID unconstitutional

Government Emergency Ordinance (GEO) stating that prepaid cards can be purchased only with the ID has been declared unconstitutional by the Romanian Constitutional Court.
Judges have decided that the normative act issued by the Government led at the time by social-democrat Viorica Dăncilă violates provisions of the Constitution, because the Executive did not motivate why was it necessary to issue an EO for this, but only justified necessity of the regulations.
EO requiring presentation of an identity card when buying a prepay card was issued by the Government after the tragedy in Caracal, when a 15 year old girl was kidnapped and allegedly raped and murdered.She repeatedy called 112 to ask for help, using a phone with a prepaid card that did not allow her immediate location by the police.
