"Cracknel and milk", affected by the underfunding of halls
The underfunding seems to be the main problem of rural mayors, who complain they have no money for emergency procurement.

The "cracknel and milk" program, which is in danger of disappearing in many places, is one of the most affected by the lack of funds.
"Currently, arrive in schools one-week old croissants, adulterated milk. Schools need to be provided with refrigerators for milk, cracknel and milk, but we cannot buy.
"We do not care about our units, small local producers. We closed the last hope that they still had to give products in our units", sustains Sandu Berceanu, president of the Salaj County Commons.
Sandu Berceanu asked Friday the decentralization of delivery of bread and milk service in schools, and also providing funds for the purchase of refrigerators in schools.
This happened while the cracknel and milk declines in schools where there are no refrigerators.
Mayors have also reported Friday the lack of personnel in municipalities.
"The biggest problem and the biggest mistake is that we were obliged to do the job in good management of the commons with a limited staff.
"Since we had those services of local household, we had to turn them into LTDs, which from our point of view, will not reduce the costs, but will cost much more," said Emeric Pop, Vice president of Commons Association Salaj.
Issues raised by rural mayors in Romania will be submitted to the Government for discussion.
