The Minister of Health, Alexandru Rafila, claims that the financing program approved by the European Commission for health, within the National Recovery and Resilience Plan, was not discussed with the officials from the ministry, and that he identified things that do not make sense and that therefore an analysis of this component of the program is needed.
Alexandru Rafila: I did not accuse anyone, I did not say that this is legal or that it is illegal, I only asked for a point of view from the Prime Minister's Control Body. I did not complain to the Prosecutor's Office, I simply needed an independent body to assess this situation. We make everything we have available to them. They draw a conclusion, we gather and see if this health program really responds to certain things, like the need for health services of the people in Romania. We need to see if they will have better health services, following this program. This is done transparently, it is done fairly - that is what we are interested in in this project. We have to start somewhere because we didn't have any information. It seems absolutely incredible to me: when you make a program of over two billion euros, that is the total sum from the NRRP, to see so much lack of transparency, including towards the employees of the ministry itself in which this program had to be implemented later.
Director: Alexandru Rafila explained that, for example, the project provides funding of up to 25 million euros for consulting an agency that needs 5 million euros to exist, including employee training.
