The Labour Inspectorate has found 11,000 people who worked undocumented, in the first nine months of this year.
According to Agerpres, the Labour Inspectorate did almost 75,000 controls to the employers.
At first sight, at least, the harsh penalties for work at black had effect.
Under the legislation, employers found with more than five people working at black risk a criminal file and convictions to prison.
So far, however, the Ministry of Labour officials claim in all these cases, the decision of the Court was unfilled of the criminal accusation.
More than 110,000 undocumented employees were identified by the Labour Inspection as a result of the nearly 75,000 controls.
Thus, the average is nearly seven checks for each employee who worked at black.
The conclusion would be that patrons do not use undocumented work, conclusion rejected by the Trade Union Confederation Cartel ALFA Vice President, Petru Dandea.
“Basically, in the labour market, there are many more employees who work undocumented, but even when the Labour Inspectorate performs these checks, the employers are informed, perhaps even within the Labour Inspection, the inspectors present on the spot, all things look in the news”, says Petru Dadea.
Low efficiency of checks
Minister of Labour, Mariana Câmpeanu, is of the opinion that the low effectiveness of checks could be explained by the control plans, which inspectors and labour inspectorates of the counties must attain.
“There are always leaks, no matter how we try to stop them, and perhaps that is one of the reasons that lead to the discovery of a small number of such cases”, says Mariana Câmpeanu.
Minister of Labour, Mariana Câmpeanu, argues that the next year she will require more unannounced controls, inspectors to be announced at the last moment.
In addition, for a greater effectiveness in combating black labour, the controls will be carried out in collaboration with other institutions as stations for consumer protection and Financial Guard”, considers Mariana Câmpeanu.
