Petru Filip explained that 7 will be representatives of State institutions and structures, 7, and 8 will be appointed by the Senate. The appointment of the new leadership of the ICR shall be by vote of the plenary of the Senate, after the candidates were heard in specialized commissions.

President Horia Roman Patapievici announced in early August that waives, along with two Vice Presidents, Tania Radu Mircea Mihăieş, in protest against what they called "a blow to the Romanian culture", and "changing the mission of the Institute and of the political subordination to the Senate" .

The Constitutional Court decided on July 31 that the government emergency ordinance that passes from the Romanian Cultural Institute under the presidential administration to the Senate "shall comply with the basic law".
